Never heard of the "rape protocol antibiotic regimen" and I've worked in health care my entire adult life. And you're correct about HIV. It's viral and antibiotics will do less than zero. Same with HSV and HPV. And some bacterial STI's are antibiotic-resistant, so there's that.
Add that together with the fact that some STI's are impossible to test for or, if there is a test, it's very unreliable, and you have a perfect storm of false security. Our bottom line is that the only safe sex is no sex (and what fun is that?) and if you DO decide to have sex, know the risks and decide for yourselves if it's worth it. When was the last time anyone saw condoms or rubber dams used for oral sex in swinging? I rest my case.
