I doubt a law requiring an absolute ban through all ISPs would stand up in court. His actual idea, though, is to make it mandatory for users to have to actually "opt in" in order to acces porn. And something like that MIGHT stand constitutional muster. Of course, I imagine his definition of porn will cover tons of stuff, like any site with naked female breasts. That seems to be pretty standard at any place that has a WIFI syatem that filters "porn". The big problem with it, which might not be a legal problem (although I hope it would be one) is that ISPs would then have a database of who watches internet porn. And even if some law makes such a list private, I can see any number of anti-porn groups trying to hack into it, and likely being successful. I'm all in favor if some kind of age verification, if that could somehow be done without creating such a list (not sure how or if that'd be possible), but nothing more. And I do agree it's a public health threat, but not in the way Weller claims it is. The (mental/emotional) health threat I see is that young people, female as well as male, are learning about sex from porn, and what tbhey're learning is that women are objects, and ones who both consent to and enjoy degradation and physical mistreatment, that that kind of sex is the norm and is what is expected. Unfortunately, one thing that hasn't changed much in the last half century or so is that parents, as a whole, do not discuss sex with their children, with the occassional exception of the "don't do it" speech. While that parental behavior was never a good idea, nowadays, with internet porn as the easily accessible alternative, instead of the old sort of "figure it out yourself" method, it has become downright dangerous. As far as I'm concerned parents, as difficult and probably embarrassing as it might be, need to start talking to their kids about sex by about age 7 or 8, before those kids start having hormonal urges, and are still (mostly) young enough to listen to parental information, instead of just dismissing everything as coming from "those old fogies who just don't understand the modeern world." And I don't mean talking about just the biology and the mechanics of the thing. Talking baout sex as a meaningful part of a relationship, and the need for mutual respect needed no matter what level that relationship is on (yes, a swing party hookup IS a relationship, albeit a pretty casual one).
I remember getting "the talk" from my father when I was 12 years old.
Dad: "Terry, I guess you're old enough now that you know where babies come from."
Terry: "Yeah." (I didn't really, I had a clue oe two, but that was all - hey, this was 1962, folks)
Dad: "Well, don't do it. If you do, you'll end up in all kinds of trouble."
Terry: (Sitll not knowing exactly what the Hell he was talking about) "OK."

Luckily, shortly after turning 16, a 20 year old young lady from the college I spent 2 Summers at "took me in hand" and provided some fairly comprehensive instruction. I sure didn't learn anything at home, and sex ed wasn't even much of a topic of public discussion yet in those days. The closest thing, as far as I knew, was that girls got some kind of instruction about menstruation in gym class in maybe about the 6th grade (11 years old). And the existing sex ed nowadays, consisting mainly of "here are the mechanics, here are all the horrible dangers, so don't do it" in what seems to be most places, isn't a whole lot better IMHO.

Maybe it would be a better idea if each ward called an IT specialist to the bishopric. As part of your temple recommend interview you would be required to bring in your phone and laptop to, you know, make sure they're worthy. Heck the ward IT guy could also go out with the home/visiting teachers to check out home PC's and make sure nobody is accidentally subscribed to Skin-e-max.
Or better yet how about a state porn czar (the last one, a middle-aged female Mormon spinster wasn't quite up to the task) who checks out the electronic devices of the legislators before they're allowed to run for office...since it's apparently a big deal for those guys.

Can't remember who said it, "I teach them correct principles and they govern themselves." I think it was Ben Franklin.

The porn ban/block/opt-in is incredibly infeasible. Look at Reddit for example, there are TONS and TONS of subreddits (communities in a sense) that have porn. (reddit.com/r/swingers, reddit.com/r/swingersGW, reddit.com/r/nsfw, reddit.com/r/straightgirlsplaying...) It would take a tremendous amount of manpower in the state of Utah (as the ISPs will not do this) to label websites as "porn". Most exclusively porn sites (tubegalore, pornhub) are likely already labeled that, but again the reddits and tumblrs of the internet would take forever to filter out.
Now, about the opt-in list being held with the ISPs. They already know every single customer who looks at porn. Unless you use a good VPN, they are well aware of every website you visit. That being said, while they might not have a list of people that look at porn, it would be really easy for a hacker to, once they get into the ISP, gather information about everyone who looks at porn and share it with the world. If they couldn't get into the ISP, they could still get this information from porn websites.
