Who thought it up? Other than the ancient Israelites I am not sure but it has been around a long time. They used to do it with a sharp stone and it is not near as rough as female circumcision.
Circumcision for all male babies came into vogue during WWII. This and the removal of tonsils came along with the rise of antibiotics. Our medical specialists hoped to solve some problems by removing a bit of foreskin. We seldom remove tonsils anymore and most hospitals make circumcision optional instead of a recommended procedure.
From past ages and a medical standpoint there are believed to be some good reasons for circumcision. In a small percentage of male babies the skin is so tight as to make it difficult to clean up the little pecker. There are ways to stretch the foreskin but that does take time and I am sure uncomfortable for the child. I am certain that circumcision is also uncomfortable. But it is a quicker solution to the problem.
I have wondered if the child feels about the cutting of the umbilical cord verses circumcision. But that is another subject.

we appreciate everyones take on the subject. we can clearly see that not everyone is closed to the idea of being natural. one last note to pass along I have always heard that one of the main reasons for cutting the little bit off was so we as parents could clean the head of the penis and avoid infection which I think is bogus. From what I've read there are more reception sites on foreskin for certain kinds of STDs to bind to so there is a slightly higher risk of STDs when natural but this higher risk is not huge and can be brought to the same risk as those who are cut simply with the use of a condom. (lower if compared to a cut man without a condom) I've been camping without a shower for a week and I was glad to be cut then but again in this modern day and age it isn't difficult to keep it clean under normal circumstances. Therefore I can't see any reason it should make a difference beyond what someone views as aesthetically pleasing.
