-even doctors don't know about it
-cheap and effective; the pharmaceutical companies are trying to hide it.
This kind of thing doesn't need petitions. If it's true, capitalists would rush to market it. Requires a conspiracy of what, a couple billion people?
Oh, and the HIV thing, sounds like a nice afterthought icing on the cake.

Quite honestly the idea of pulling out does not work because the male organ leaks seminal fluid and it only takes once little buggar to work it's magic.
Secondly the drug appears to be real but so far has not passed testing and has not made progress to that end since 2004. See Wikipedia.
